Internal buildup in the radiator can restrict coolant flow. At idle, the flow is too slow to dissipate the extra heat from the AC, but higher engine speeds push enough coolant through to cool it down.
Even though the fan is running on high, dirt, leaves, or mud trapped between the AC condenser and the radiator can block airflow, causing the vehicle to overheat when there is no ram-air from driving.
